MEMORANDUM

DATE:12 NOV 1989

SUBJECT:Incident 89-11 ("THE QUIET")

1. At 0339 on 11 NOV 1989 all power in Building 7 failed for eleven (11) minutes. Backup generators did not start. They were later found to be in working order.

2. When power was restored:

  • a.           was no longer in containment. The door was sealed.
  • b. Object           was active and emitting at              . It has not stopped.
  • c. Dr.                 could not be located. Her badge was found on the floor of the observation room.
  • d. Fourteen staff report no memory of the eleven minutes.

3. Building 7 is closed. All personnel will be reassigned.

4. Terminal TFHT-7 will remain in place inside the SCIF, powered on, and UNTOUCHED. Per SSgt            , the machine operated through the outage with no power source.                                                 .

5. Do not turn off TFHT-7.
