About the Agency
The Tin Foil Hat Talks Agency (TFHT) investigates unexplained phenomena and explains them to the public, clearly and calmly, so that nobody has to think about them again.
Mission
To investigate and explain every unexplained phenomenon reported in the United States and, where convenient, elsewhere. The Agencyβs goal is a world in which nothing is unexplained.
Our values
- Plausibility. Every explanation must sound like something that could have happened.
- Consistency. If it was Venus last time, it is Venus this time.
- Calm. The Agency is never surprised.
- Deniability. See above.
History
- 1979 Events in the Nevada desert that did not happen create the need for an agency.
- 1981 The Tin Foil Hat Talks is chartered as a classified program at the Site S-4 Annex. The name is chosen so that anyone repeating what they heard there sounds unreliable.
- 1989 Building 7 undergoes routine maintenance and is closed.
- 1994 The Agency assumes its public role: explaining phenomena. Public Affairs Guidance (Revision 4) establishes the seven approved explanations.
- 2003 Legacy systems are modernized. Some cannot be turned off.
- 2026 The Agency launches this website in keeping with its commitment to transparency.

Privacy policy
This website does not use cookies for tracking or advertising. The terminal remembers its disk and settings in your own browser.
Analytics. The Agency uses Cloudflare Web Analytics to count page views and measure page performance. It does not use cookies, does not track you across other websites, and does not build a profile of you. Pages, referrers, country and browser type are counted in aggregate.
Sighting reports. When you submit a report, the Agency stores what you typed in the form, when you submitted it, the explanation you received, and the country your connection came from. We do not store your IP address. The form is protected by Cloudflare Turnstile, which checks that you are a person and may process technical data about your browser to do so. Reports may be read by Agency moderators. An edited version, with locations generalized and personal details redacted, may be published on Recent Sightings. The original text is never published. To have a report removed, note its case number.
The Agency does not want your data. It already has an explanation for it.
